9140 - CITIZENS ADVISORY COMMITTEES

Advisory committees should be appointed only when there is a definite task identified and the scope and purpose are communicated to the committee in writing prior to appointment.

Advisory committees should be appointed primarily to advise the Board. In general, individual members of such committees shall not be requested to perform specific services for the Board. Unique talents of members can best be utilized on a consultative basis.

Advisory committees should not be appointed to advise on matters requiring decision by the Board unless adequate time is available for a thorough study by the committee.

Advisory committees are obligated to follow “open door” laws with appropriate notification on meetings.

All such committees are to be ad hoc committees and when this specific charge is completed they cease to exist as committees.
