DISTRICT TITLE I PARENT INVOLVEMENT POLICY

 

 

LOCAL EDUCATION AGENCY POLICY

 

Marion Community School Corporation intends to follow the parental policy guidelines in

accordance with the No Child Left Behind Act of 2001 as listed below.  Marion Community School Corporation will distribute this policy to parents of students participating in the Title I program.

 

Policy Guidelines

 

  • Involve parents in jointly developing our district’s local plan under and in the process of school review and improvement by ensuring the following:

a)      All notices and information will be in an understandable and uniform format and in a language that parents can understand.

b)      Invite parents to attend the Title I Program Annual Meeting.

c)      Provide an overview of the school’s Title I program.

           

  • Provide the coordination, technical assistance, and other support necessary to assist Title I schools in planning and implementing effective parent involvement activities to improve student academic achievement and school performance; including but not limited to the following:

 

a)      Hosting annual parent informational meetings.

b)      Publicizing and disseminating the Adequate Yearly Progress (AYP) results.

 

·         Build the schools’ and parents’ capacity for strong parental involvement as described in Section  

      1118(e) of the NCLB Act of 2001 as follows:

 

a)      The district and Title I schools will work together to provide assistance to parents in understanding the following:

i) Their school’s accreditation and AYP benchmarks

ii)  State and local academic assessments

iii) Their school’s School Improvement Plan

iv) The requirements of Title I Part A

v)      How to monitor their child’s progress and work with educators to improve the achievement of their child

  

b.  The school district will also provide materials and training, as appropriate, to help foster parental involvement by:

i)  Holding Family Literacy and Math Nights.

ii) Making materials and other resources available in the Family Resource Room.

 

  • Coordinate and integrate parental involvement strategies under Title I, Part A with parental involvement strategies under other program such as;

a)      Head Start

b)      Title III language instructional programs

c)      Cradle School

d)     Special Needs Preschool

e)      Broad-based Gifted & Talented Committee

f)       Family Service Society, Inc.

 

  • Conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of the parental involvement policy by taking the following action:

a)      Conducting an annual parent survey in order to determine parent needs.

b)      Offering the annual survey in both English and Spanish.

c)      Providing parents with a summary of how Title I funds were spent.

 

These actions will assist in improving the academic quality of the schools served with Title I, Part A funds, including;

 

a.       Identifiying barriers to greater participation by parents in parental involvement activities, with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background;

b.      Using the findings of the evaluation to design strategies for more effective parental involvement; and revising, if necessary, the LEA’s parental involvement policies.

 

  • Use the evaluation findings to design strategies for school improvement and to revise, if necessary (with involvement of parents) its parental involvement policies.  Marion Community Schools will take the following actions to ensure that information related to the school and parent programs, meetings, and other activities will be received and understood by all parents:

a)      Parents will receive notice of meeting and programs in a timely manner.

b)      Information will be provided in a language or manner that understandable to all parents.

c)      Information will be provided in a variety of ways; public meetings, district web sites, school news letters, and in parent/teacher conferences.

 

  • Reach out, communicate, and work with parents as equal partners, with assistance of Title I schools, to implement and coordinate parent programs, and to build ties between parents and the school, will put in place the following:

a)  Value and utilize the contributions made by parents.

b)  Provide professional development for teachers focusing on parent involvement.

c)  Research successful models of parent involvement.

d)  Support parents in more fully participating in the education of their child by:

i) Scheduling activities at various times during the day or evening

ii)      Communicate in a language or manner that is understandable to all parents

                                                                

Expectations for Parent Involvement

 

Marion Community School Corporation intends that parents of participating students be provided

with frequent and convenient opportunities for full and ongoing participation in the Title

I program. This shall include opportunities to jointly develop the Title I program plan

and suggest modifications in the process for school review and improvement.

 

Any comments indicating parents' dissatisfaction with the district Title I program must be

collected and submitted along with the Title I Application for Grant to the Indiana

Division of Compensatory Education.

 

The Title I program must be designed to assist students to acquire the competencies and

achieve the goals established by law, as well as the goals and standards established by

Marion Community School Corporation. These goals and standards must be shared with parents in a

manner that will enable them to (1) participate in decisions concerning their child's

education and (2) monitor and improve the educational achievement of their child.

 

School Policy

 

Each school must submit its Title I school parent involvement policy, which must meet

all legal requirements. This policy must be developed jointly with and distributed by the

school to parents of participating students. The policy must be updated annually.

 

A copy of each school's parent involvement policy shall be kept on file with the school's

Title I program plan in the Central Office.
