The Board shall establish student entrance requirements which are consistent with Indiana law and sound educational practice which ensure equitable treatment and proper placement of students.

A.        Pre-School/Head Start

Each child with legal residency in the Corporation may be eligible for Pre-School/Head Start providing s/he has met the requirements of the Pre-School/Head Start Program and space is available.  This requirement shall also apply to children who transfer into the Corporation and who may have attended private or public pre-school/head start in another locality.

B.         Kindergarten

Each child with legal residency in the Corporation shall be eligible for Kindergarten providing that s/he has attained the age of five (5) and in accordance with the requirements established by the Department of Education.  This requirement shall also apply to children who transfer into the Corporation and who may have attended private or public kindergarten in another locality.

If a child is younger than five (5) years of age on August 1 and the parent(s)/guardian(s) of the child wish to enroll their child in the kindergarten program, they may request consideration by submitting an Early Kindergarten Appeal Application to the the school principal.

C.         Early Kindergarten Appeal Process

In evaluating the admission application(s) the school principal and the Superintendent or designee will base the decision on the following criteria:

1.      Available space in the kindergarten program

a.      When determining the availability of space, the Superintendent may consider if the admittance of the child will cause the Prime Time/Class Reduction Grant teacher/student ratio to be exceeded.

b.      When there are more applicants than the number of spaces available, the birthdate(s) of the child(ren) will be the determining factor for acceptance.  Children with birthdates closest to August 1 will be admitted first to the kindergarten program.

c.       When facility space is unavailable, no early kindergarten appeal application(s) will be accepted.

2.      Information shall be submitted by the parent(s)/guardian(s) of the child at the time of application.  Such information may include:

a.      Age equivalent scores and assessment of the following domains and areas of development:  cognitive, motor skills (fine and gross), adaptive behavior, auditory discrimination, visual discrimination, concepts, expressive and receptive language

b.      Documentation of the child’s capabilities and skill level:  Documentation might include certification of preschool experiences and attendance, statement of preschool teacher, and examples of child’s work.

c.       The Superintendent may involve other school personnel to evaluate the testing and assessments provided by the parent(s)/guardian(s).

By the age of seven a child must be in attendance and in accordance with the requirements established by the Department of Education.

Physical examination by a licensed medical and immunization records doctor shall be required of each child entering pre-school, kindergarten, or first grade for the first time.
