0171  Officers

0171.1  President    

The President of the Board shall:

A. preside at meetings of the Board;

B. countersign orders legally drawn by the Secretary upon the Treasurer for money to be disbursed on behalf of the Corporation;

C. cause an action to be prosecuted in the name of the Corporation on the Treasurer’s bond in case of breach of a condition of the Board; and,

D. Perform other duties appropriate to the office of the President in the management of schools.

0171.2  First Vice President  

The First Vice President of the Board shall:

A.  preside at meetings of the Board when the President is not able to preside;

B. perform other duties appropriate to the office of Vice-President in the management of the Corporation as the Board determines; and,

C. In case of a vacancy in the office of President, the First Vice President will succeed to the office of the President for the balance of the unexpired term. 

0171.3 Second Vice President

The Second Vice President shall:

A. preside at meetings of the Board when neither the President nor the First Vice President is able to preside;

B. perform other duties appropriate to the office of Second Vice President in the management of the Corporation as the Board determines; and,

C. in case of a vacancy in the office of the First Vice President, the Second Vice President will succeed to the office of the First Vice President for the balance of the unexpired term.

0171.4  Secretary  

The Secretary of the Board shall:

A. record and sign the minutes of meetings, orders, resolutions, and other proceedings of the Board in proper record books;

B. prepare the annual report of the Corporation and other reports required by the State Board; and,

C. perform other duties as required by law or by the Board.

0171.5   Treasurer

The Board shall appoint a person, other than the Superintendent or a member of the Board, to serve as Treasurer of the Corporation, and a second person to serve as Deputy Treasurer.

The Treasurer shall be the official custodian of all funds of the Corporation and shall be responsible for the proper safeguarding and accounting for all such funds.

In addition, the Treasurer shall issue a receipt for all funds coming into his/her hands as well as deposit money and issue all warrants in accordance with the law.

The Treasurer may also transact Corporation financial business with a financial institution through the use of electronic funds transfer.

The Treasurer may delegate the regular duties associated with his/her responsibility to the deputy.

0172  Legal Counsel

The school attorney is selected by the Board, usually for a term of one (1) year (January 1 – December 31).  She/he represents the Corporation and such officers and employees as the Board shall direct in all legal proceedings of the Corporation to which they, or any of them as such, shall be a party.  She/he advises the Board in all legal matters pertaining to the business of the Corporation and normally attends the meetings of the Board.  Additional legal counsel may be obtained to represent the Superintendent when deemed necessary by the Board.

0173  School Physician

The Board recognizes the necessity of providing professional medical service to the Corporation as may be needed from time to time.  Therefore, a school physician is selected by the Board, usually for a term of one (1) year, (January 1 – December 31).

A decision to seek medical advice or assistance in behalf of the Board shall be made by the Superintendent or by a person specifically authorized, in writing, by the Superintendent.  Such action shall occur as it is consistent with Corporation policy or standard practice and meets the obvious need of the Corporation.

The Board, by formal action, may seek the professional advice of the School Physician.

0174  Report

The Board shall publish a financial report and an annual report as required by law.  In addition the Board shall publish other reports it deems necessary to keep the community and governmental authorities adequately informed about the operation of the Corporation.

0175  Association Membership  

The Board may maintain membership in the National and State School Boards Associations and shall take part in the activities of these groups.

The Board may also maintain institutional memberships in other educational associations which the Superintendent and Board find to be of benefit to members and Corporation personnel.

The materials and other benefits of these memberships will be distributed and used to the best advantage of the Board and staff.

0175.1  School Board Conference, Conventions, and Workshops

The Board recognizes the value of membership and attendance at conferences and meetings at the local, County, State, and National level. 

Attendance at local, County, and State workshops and conferences is encouraged.

Each Board member is encouraged to report back to the Board after attending a conference at Corporation expense.

Travel and personal expenses of spouse, children, or other guests traveling with a Board member shall be the responsibility of the Board member or of the individual.  Expenses for convention functions attended as a group will be borne by the Corporation within budgetary limits.
