1. Introduction
Marion Community Schools is soliciting sealed bids from qualified firms to design, furnish, and install a new LED-based stage and cove lighting system and associated control upgrades at the Walton Performing Arts Center, located within Marion High School at 750 W. 26th Street, Marion, Indiana. The existing lighting system, transformer infrastructure, and control hardware are original to the facility and require full replacement and modernization to meet current standards of performance, safety, and efficiency. Award is contingent upon approval by the Marion Community Schools Board of School Trustees.

2. Project Overview and Scope
The project includes the replacement and modernization of:
- Overhead stage lighting
- Portable side lighting
- Front-of-house (cove) lighting
- Main lighting transformer
- Theatrical lighting control system
- Auxiliary architectural lighting control system
- Stage manager control panel and workstation
- Front-of-house lighting control panels
The contractor shall provide a complete, fully operational turnkey system.

3. Stage Lighting System
A. Overhead Wash Lighting
Installation of three (3) battens of stage lighting consisting of:
- A minimum of eight (8) zoom-capable LED moving-head PAR or Fresnel fixtures per batten (RGBAWUV) (Minimum total of twenty-four (24) fixtures across three battens)
- Fixtures must include motorized zoom functionality
- Each fixture must provide output comparable to a minimum 500-watt incandescent PAR equivalent
- Full color mixing and smooth theatrical dimming required
Installation of one (1) batten dedicated to cyc lighting, consisting of:
- LED strip-style or cyc-style fixtures designed specifically for even cyc/backdrop illumination
- Full color mixing capability suitable for theatrical cyclorama applications
- Smooth theatrical dimming
- Even field distribution across the cyc surface
Performance Requirements:
- Flicker-free operation suitable for video recording and broadcast
- Adjustable PWM frequency where applicable
- Designed for quiet theatrical environments
- Fan-cooled fixtures must meet low-noise performance standards
B. Side Lighting (Portable)
Provide eight (8) additional static LED zoom PAR or Fresnel fixtures for portable side lighting use.
These fixtures shall:
- Be zoom-capable (motorized)
- Provide output comparable to a minimum 500-watt incandescent PAR equivalent
- Utilize color mixing consistent with overhead wash fixtures to ensure visual match (RGBAWUV)
- Support smooth theatrical dimming
- Operate flicker-free for video applications
- Be suitable for quiet theatrical environments
Mounting Requirements:
- Compatible with pole/stand mounting for existing lighting stands
- Include appropriate mounting brackets and safety cables
Control Requirements:
- Support professional-grade wireless DMX control
- Include all required wireless transmitters/receivers for reliable operation
Total wash fixtures:
24 moving-head overhead + 8 static portable side = 32 zoom PAR fixtures
C. Effects / Profile Lighting
Provide and install:
- Eight (8) additional moving-head LED gobo fixtures with full PTZ, prism, and iris control, distributed across the four (4) lighting battens
- Each fixture must provide output comparable to at least a 500-watt incandescent equivalent
- Fixtures must support full color mixing, smooth dimming, and flicker-free operation
- Fixtures must be suitable for quiet theatrical environments
D. Portable Hazers Provide:
- Two (2) professional-grade portable theatrical hazers
Hazers shall:
- Be water-based haze systems suitable for indoor theatrical environments
- Be designed for quiet operation, appropriate for performance venues
- Be DMX controllable
- Include adjustable output control
- Include all required power and control cabling
- Be compatible with the theatrical control system
Include sufficient haze fluid for initial operation and staff training.

Provide and install:
- Twenty-five (25) LED ellipsoidal fixtures (200–250W LED engine, RGBAW color mixing)
- Twenty (20) fixtures with 26° (or similar) lensing for general front wash
- Five (5) fixtures with 19° (or similar) lensing for center specials and spot lighting
Fixtures shall:
- Provide 200–250W LED RGBAW color mixing output suitable for theatrical front-of-house applications
- Include shutters for beam shaping and precise control
- Be DMX controllable
- Support full color mixing and smooth theatrical dimming
- Operate flicker-free for video applications
- Be suitable for quiet theatrical environments

- System based on MagicQ Compact Connect hardware
- All fixtures must be DMX and/or ARTNet addressable
- Include all required nodes, DMX distribution, networking hardware, and cabling
- Fully programmed, addressed, and tested prior to acceptance

Replace existing auxiliary lighting control system, including:
- Stage Left control panel
- Front-of-house lighting control panels
New system must include:
- Commercial-grade, permanently installed touchscreen control interfaces
- Hardwired installation (consumer tablets not acceptable)
- Passcode-protected access with configurable user levels
- Programmable presets and labeled scene controls
System must provide centralized control of:
- Relay-driven stage work lights
- Pre-sets for house and stage lighting
- House seating aisle lights
- Attic lights Include all processors, relay modules, wiring, programming, and training required.

- Electrical renovation, including associated conduit, wiring, removal of old lighting hardware, and new circuit installation
- Provide and install new K-13 transformer for the main lighting system, replacing existing transformer
- Surge suppression and power conditioning
- Licensed asbestos abatement as required
- Emergency stage lighting compliant with applicable codes
- All work must comply with NEC, OSHA, Indiana state, and local codes

Remove and dispose of existing Stage Left workstation.
Provide a new permanently installed workstation that:
- Is constructed of commercial-grade metallic materials (steel or equivalent)
- Includes integrated locking drawers
- Includes grommeted cable pass-throughs and cable management
- Provides adequate surface area for control interface and communication devices
- Is securely anchored
- Includes durable stage-appropriate finish (neutral or black preferred)
Final configuration to be coordinated with District staff.

- Warranty begins upon final District acceptance
- Warranty shall not be prorated
- Transformer must include a minimum of five (5) year warranty
- Installation labor must include a minimum one (1) year workmanship warranty

Public notice of the adoption of a resolution initiating an amended and restated plan of organization changing residential districts of candidates for election to governing body
NOTICE IS HEREBY GIVEN, in accordance with the provisions of Indiana Code § 2023-8-14, that the Board of School Trustees (“Board”) of the Marion Community School Corporation (“MCS”) did, on October 28, 2025, approve a resolution initiating a plan changing the residential district criteria and composition for the election of members to the Board, as the governing body of the school corporation. The text of the plan initiated by the Board is as follows:
A RESOLUTION INITIATING AN AMENDED AND RESTATED PLAN OF ORGANIZATION CHANGING THE GOVERNING BOARD RESIDENTIAL DISTRICT COMPOSITION
WHEREAS, the Marion Community Schools Corporation ("MCS") adopted an amendment to its Reorganization Plan on September 12, 1973, which provided a method and boundaries of the members of the Board of School Trustees for MCS ("Board”); and
WHEREAS, the Board consists of a seven-member non-partisan elected Board as follows:
- Three (3) members of District I of individuals who must reside within the boundaries of the civil city of Marion.
- One (1) member of District II of an individual who must reside in Franklin or Pleasant Townships outside the civil city of Marion but included in the MCS district.
- One (1) member of District III of an individual who must reside in Center or Washington Townships outside the civil city of Marion but included in the MCS district.
- Two (2) members of District IV of individuals as “at large” members who must reside anywhere within the geographic boundaries of the MCS district.
with all members of the Board voted upon by all voters within the school district in the November general election with their respective four-year terms to begin as of the immediately following January 1; and
WHEREAS, further annexation of the civil city of Marion, subsequent shifts in population as well as sustained difficulties in attracting candidates for Board offices within some of the geographically defined Board residential districts have caused the current Board to conclude that there should be initiated a proposed plan to change the composition and method of electing the Board; and
WHEREAS, the provisions of Indiana Code ("Ind. Code") 20-23-8, et. seq., provide the Board with the authority and designated processes by which such a proposed plan to change the composition of the residential districts that comprise a governing body of a public-school corporation might be initiated, advertised and ultimately adopted.
NOW, THEREFORE, BE IT RESOLVED by this Board that pursuant to the provisions of Ind. Code § 20-23-8-10(a)(2), it hereby adopts the following changes in the MCS Organization Plan by which members of the Board are to be elected following the Effective Date hereof, as set forth below.
AMENDED AND RESTATED PLAN FOR CHANGE IN RESIDENTIAL DISTRICT COMPOSITION OF GOVERNING BOARD
A. Board of School Trustees (“Board”) of the Marion School Corporation (“MCS”)
1. Number & Residential Districts - The governance of MCS shall be vested in a nonpartisan Board composed of seven (7) members elected at a November general election at which county officials are elected in accordance with the provisions of Ind. Code § 20-23-4-29.1 and of Ind. Code § 3-8-2.5, et. seq. There shall be created one (1) geographically defined and limited residential district from which four (4) members residing therein shall be elected to the MCS Board with each such residential district candidate to be voted on by all eligible voters in the entire MCS district (thereby comprising a total of four (4) resident members) and an "at large" district comprised of the entire geographical area of the MCS school district (also to be voted on by all eligible voters in the district) from which a total of three (3) members shall be elected. The districts are as follows:

2. Term of Office - Membership on the MCS Board shall constitute the holding of a "lucrative office" as said term is used in Article 2, Section 9, of the Constitution of the State of Indiana. Members shall be elected to a term of office of four (4) years commencing as of January 1 of the year following the year of their election, except as otherwise herein provided.
3. Organization and Appointment of Officers - The Board shall annually organize within fifteen (15) days after the commencement date of the members' terms of office, or within such time as might otherwise be required by applicable law. The Board shall select from among its membership a president, first vice president, second vice president and secretary, each of whom shall be a different member of the Board. The Board may make such other appointments as permitted by, and in accordance with, applicable law.
4. Compensation - Members shall be entitled to compensation for the performance of their duties on the Board, as limited by applicable law and as determined, from time to time, by resolution of the Board.
5. Eligibility for Membership on Board - To be eligible to serve on the Board, a candidate for election to the Board must have attained the age of twenty-one (21) years prior to the date that the candidate's term of office would begin. Candidates running for election to the Board from the geographically limited and defined residential district must have been a continuous resident of that residential district for a period of time in excess of one (1) year prior to the date of the general election on which the candidate's name appears on the ballot for election to the Board. Property ownership shall not be an eligibility requirement for a candidate seeking election to the Board.
6. Vacancies on Board - Vacancies on the Board existing because of the death of a school board member shall be filled in the manner provided by Ind. Code § 20-26-4-4.5, as from time to time amended. Vacancies on the Board existing for any reason other than the death of an elected, qualified and acting school board member shall be filled in the manner provided by Ind. Code § 20-23-4-30, as from time to time amended.

2. Transition of Residential District Representation - The representation of the existing residential districts shall be transitioned under this proposed plan change in the following manner:
a) In the November 2026, general election, the terms of members Alan Beck (now in current District I) Richard Hart (current District I) and Dana Gault (current District I) would end at year end and their replacements would continue to run as District I candidates to be voted on by all eligible voters in the MCS district. In that election, the term of member Chuck Griffin (current District IV) would end at year end and his replacement would run as the candidate for the newly created District II “at large” also to be voted on by all eligible voters in the MCS district. Each of the elected replacement candidates would commence his/her term of office as of January 1, 2027, and those terms would end as of December 31, 2030.
b) In the November 2028, general election, the terms of members Gabe Delgado (current District IV) and Shanna Bento (current District II) would end at year end and their replacements would run as "at large" candidates to be voted on by all eligible voters in the MCS district. In that election, the term of member Serafina Salamo (District III) would end at year end and her replacement would run as candidates in and for the residential District I such candidate also to be voted on by all eligible voters in the MCS district. Each of the elected replacement candidates would commence his/her term of office as of January 1, 2029, and those terms would end as of December 31, 2032.
3. Election Date for Board Members under Proposed Plan Change - Upon passage of this proposed plan change and its becoming effective upon the Effective Date, all members of the Board will be elected at general elections held in November of the appropriate years as set forth above (assuming this proposed Plan Amendment is approved in time for the declaration of candidacies for the 2026 November general election).
4. Retention of Terms of Originally Adopted Plan of Organization - Except as specifically modified herein all other terms and conditions of the original MCS Plan of Reorganization.
C. Effective Date
All aspects of this proposed plan change shall become effective as of its certification by the Indiana Department of Education or on May 1, 2026, whichever is the earlier (assuming no protest petitions to this Board initiated plan or alternate plans are filed).
BE IT FURTHER RESOLVED that the Secretary of this Board is directed to cause notice of this Board's adoption of the foregoing plan to be published, as required by the provisions of Ind. Code § 20-23-8-14, in a newspaper of general circulation published in Grant County, Indiana.
BE IT FURTHER RESOLVED that the superintendent, school corporation legal counsel and the officers of this Board shall take all other actions and execute all other documents as are reasonably convenient or otherwise necessary to affect the change in the plan for the selection of this Board as hereinabove set forth.
NOTICE IS FURTHER GIVEN that not later than one hundred twenty (120) days after the publication of this notice voters residing within the overall boundaries of the Marion Community School Corporation may file with the clerk of the Grant County Court a petition protesting the above Plan or a petition submitting an alternative plan in accordance with the following parameters:
1) A petition protesting the above Plan shall be signed by at least twenty percent (20%) of the voters of the school corporation or five hundred (500) voters of the school corporation, whichever is less.
(2) A petition submitting an alternative plan shall be signed by at least twenty percent (20%) of the voters of the school corporation.
